Police: Neighbor dispute over dog waste prompts deadly shooting
Victim, 47, leaves behind wife, 6-week-old baby
A dispute over dog waste led to the deadly shooting of one man and the arrest of his neighbor, police said.
Franklin Manuel Santana was shot and killed in Philadelphia's Tacony section Tuesday afternoon after confronting the neighbor about his dogs, a Chihuahua and a German shepherd, police said.
The dog owner, Tyrirk Harris, pulled a gun and fired multiple shots, striking Santana, 46, twice in the neck, police said.
"Dog owners who allow their dogs to defecate on someone else's property are supposed to pick it up," said Commissioner Charles Ramsey, Philadelphia Police Dept. "I can understand a confrontation from that, but it shouldn't lead to gun violence."
Harris, 27, was taken into custody and charged with murder and other counts, said Tanya Little, a spokeswoman for the Philadelphia Police Dept.
The suspect told investigators he and Santana struggled over the gun before it fired, said police, who added that it wasn't the first time the men had quarreled over the dogs. Other neighbors said they also had had problems with Harris before, but nothing that ended like this.
Santana, known to neighbors as Frank, left behind a wife and six-week-old baby, according to our patner station in Philadelphia, WPVI-TV.
