Harrisburg's financial recovery plan released
The man in charge of the capital city's financial recovery is laying out his plans.
State-appointed receiver David Unkovic says he still needs to figure out the value of assets that Harrisburg can sell or lease.
He says he still could file for bankruptcy if he can't get the city's debt stakeholders to help out.
He also says lawyers are poring over a incinerator renovation that left the city deep in debt.
