Reading Mayor Vaughn Spencer said he'll present his budget proposal to city council on Wednesday.
Spencer was scheduled to release the plan during a special meeting with city council Monday evening, but that was postponed.
Spencer said his financial team and the city's managing director are still crunching numbers because of some last-minute surprises.
"We found out on Friday that we are going to have some expenditures that we weren't necessarily expecting and the amount that we were expecting," said Spencer. "So now we're looking to see how we're with our revenues."
Earlier Monday, Spencer didn't offer specifics about any possible job cuts or tax hikes.
