That's what one senator from Pennsylvania is saying.

US Senator Bob Casey is pushing his "Universal Pre-Kindergarten" bill in the Senate.

He's says it's a comprehensive plan to give children access to early-learning programs.

The bill would fund pre-K programs for children up to five years old and provide grants to cover costs for kids from low-income families.

"A program that specifically focuses on learning, a lot of communities don't have that, and the economy of that region will not grow like it should," said U.S. Sen. Bob Casey.

Casey says the bill will expand existing Pre-K programs in some areas or create new ones.
