Auditor general: Reading SD's turnaround 'unprecedented'

School district praised for recovery

READING, Pa. - Pennsylvania Auditor General Eugene DePasquale proclaimed the words Thursday the Reading School District members have been hoping to hear.

"Today is a great day for Reading," said DePasquale.

What a difference five years can make. It was easy for many gathered at Riverside Elementary School to turn their textbooks back and recall not-so-great days in 2013.

"We pretty much knew we hit rock bottom," said city Councilwoman Donna Reed.

That report card was riddled with wrongs.

"From the business office to the classroom to the superintendent's office, our audit found so much turnover, lack of leadership, lack of financial accountability," said DePasquale.

The district was on the verge of a state takeover, but now, Pennsylvania's auditor general is praising the changes made.

"I always want to point out the intermediate unit that came in during the transition that was critical to set the path," added DePasquale.

The superintendent and school board are also getting credit.

"The way Dr. Mumin, the school board, and administrative team have turned this around is an inspiration to all of us," Reed said.

The latest audit found bills being paid on time, tax dollars being properly tracked and management remaining stable.

"The best turnaround in the history of the department of the auditor general's office," praised DePasquale.

But make no mistake, there are still challenges.

"It's about the kids that are in this building and the kids throughout Reading," explained DePasquale adding, "Because Reading still has one of the highest poverty rates in the entire country."
