Suspect in home improvement theft surrenders

FLEETWOOD, Pa. - The second of two men accused of ripping of a Berks County homeowner has given himself up.

Mark Kowalski Jr. surrendered to authorities on Wednesday, police said. He was arraigned on charges of theft and felony violations of the Home Improvement Consumer Protection Act and committed to the Berks County Jail on $10,000 bail.

Kowalski, 28, of Temple, was contracted for $3,400 in April to build a deck at the rear of a home in Fleetwood.

Kowalski never started the work, offering several excuses and unfulfilled promises, the homeowner told police.

The same homeowner fell victim to another contractor, Jerry Allen, in March, police said.  A judge on Tuesday ordered Allen to stand trial on criminal charges.
