Shakeem Carter set fire to apartment with body inside, officials say

WEST CHESTER, Pa. - A Norristown man was charged Wednesday with murder in what has been described as the brutal stabbing death of a 17-year-old boy near Pottstown.

Shakeem Carter stabbed Kevin Allen more than 20 times inside Allen's father's apartment in North Coventry Twp., Chester Co., on Feb. 12 and then set fire to the boy's body, officials said.

Allen was found dead after firefighters responded to the fire at the apartment.

The suspected killer was sloppy in his work, leaving behind numerous clues at the scene, including three bloody knives and two empty bottles of cooking oil, said Chester County District Attorney Tom Hogan, adding that $350 left for Allen by his father inside the apartment was missing.

Investigators said they also reviewed SEPTA surveillance video showing Allen getting on a bus in Norristown, where he lived with his mother, and being followed by Carter on the afternoon of Feb. 12. Both Allen and Carter then got off the bus in Pottstown.

Carter is then seen on surveillance video about two hours later, getting back on a SEPTA bus and examining his hands and counting money as he traveled from Pottstown to Norristown, officials said.

Carter, 20, was arraigned Wednesday on more than a dozen criminal charges, including second and third degree murder, aggravated assault, arson, robbery, causing catastrophe and abuse of corpse.

Carter was committed to the Chester County Prison without bail.
