BETHLEHEM, Pa. - Developer Dennis Benner proposes constructing an 11-story apartment building at west Fourth and Vine streets in south Bethlehem.
But no plans have been submitted to the zoning office yet.
Benner said the building will include a restaurant/bar or retail space on the first floor and apartments on all the other floors.
When he purchased the property earlier this year, he announced he would erect a seven-story building on it.
Now he proposes making it four stories taller, saying urban development can't happen horizontally because of the lack of space.
Brian Nixon in the Bethlehem zoning office stated that, as of Friday, Benner had not submitted any plans to the zoning office.
Nixon indicated city officials are aware of Benner's plan but have not yet received a formal proposal.
He believes Benner has only contacted the city's Historic and Architectural Review Board to make sure they it won't have any issues once he formally submits his plans to build.
Benner is confident his plan will be approved.
He said he purchased the house next to the site, which was beyond repair, and plans to demolish it to make way for his building.
