Business consultant charged in Allentown pay-to-play case to change plea

PHILADELPHIA - James Hickey, one of the defendants charged with Allentown Mayor Ed Pawlowski, is set to appear in court Tuesday.

Hickey is expected to change his plea in the Allentown pay-to-play case.

He was charged along with Pawlowski and three others in alleged pay-to-play schemes in Allentown and Reading.

Hickey, Pawlowski and Scott Allinson were set to go on trial in January. All three previously pleaded not guilty.

Prosecutors allege Hickey, a business consultant, and Allinson helped exchange city work for campaign contributions and other benefits to Pawlowski.
