Man allegedly caught with child porn of bound girls

ALLENTOWN, Pa. - Authorities allege an Allentown man traded child porn online depicting a young girl tied to a chair.

Glenn A. Kemmerer, of Chew Street, faces child pornography charges following his arrest Thursday by Allentown police. District Judge David Howells arraigned the 67-year-old later that night, setting bail at $20,000.

Allentown police received a tip from the National Center for Missing and Exploited Children about possible child pornography being shared online in June. An investigator said the four images were photos of a roughly 7- to 8-year-old naked girl tied to a chair with a gag in her mouth, according to court records.

Investigators obtained a court order, and the internet provider on Aug. 1 provided Kemmerer’s name and address, according to records. Allentown police searched his Chew Street apartment on Aug. 15 and seized electronic equipment.

An examination of a hard drive seized from Kemmerer’s apartment allegedly turned up the four photographs reported by the National Center for Missing and Exploited Children. The search also allegedly turned up other photos of young girls with their hands and feet tied behind their backs, some of whom were also gagged.

During an interview with authorities, Kemmerer allegedly admitted having the photos and sharing the four pictures that sparked the investigation. He told investigators that he last looked at the photographs about three months ago.

Police charged Kemmerer with single counts of child pornography, disseminating photos of child sex acts and criminal use of a communication device, all felonies. He failed to post bail and was sent to Lehigh County Jail to await a preliminary hearing scheduled for Sept. 13.
