Mother arrested in hit-and-run that critically injured girl

ALLENTOWN, Pa. - We are learning more about the woman arrested in connection with a hit and run that left a child seriously injured.

April Frame, 25, of Salisbury Township, was arrested Thursday. 69 News has learned Frame is a mother herself. Her boyfriend said the two have a child together and Frame has helped him raise a child from a previous relationship. He described Frame as a loving and caring mother.

The accident happened Wednesday in the 700 block of St. John Street in Allentown. Police said Frame was driving without a license.

Three-year-old Annabelle Ruth was hit and her family said Friday she is in critical but stable condition at the Children's Hospital of Philadelphia.

Renee Velazquez said she has known Frame for ten years.

"You don't get behind a wheel unless you have a license. She knew she didn't have a license," said Velazquez.

"She hasn't had a license since I've known her. To take off after hitting a child is totally upsetting," she added.

Frame is being held in the Lehigh County Prison with $50,000 bond.
