Police: Man filmed himself masturbating outside Allentown daycare

Authorities were investigating on-line child porn

ALLENTOWN, Pa. - Authorities allege that an Allentown man accused of having child pornography also filmed himself masturbating outside an Allentown daycare.

Allentown police charged Alex G. Ramos, of Hamilton Street, with felony counts of child pornography and disseminating child porn along with misdemeanor counts of indecent exposure and open lewdness.

District Judge Ronald Manescu arraigned the 26-year-old late Wednesday afternoon. He was released on $25,000 unsecured bail.

An investigator with the Allentown Police Department received a tip in September that someone using Skype posted an image of child pornography on the web, according to court records. The tip came from the National Center for Missing and Exploited Children.

Authorities said the image involved a girl, who was about 8 years old. Investigators served PenTeleData with a court order, seeking subscriber information for the IP address from where the image was sent. PenTeleData provided a street address and subscriber associated with the IP address.

The subscriber was someone other than Ramos.

Police searched the Hamilton Street apartment on Oct. 26 and seized three laptops. One of the computers, an HP laptop, allegedly contained about 70 images of child pornography. One video included a roughly 7-year-old girl engaged in a sex act, according to records.

Authorities said a search of the laptop also turned up a 12-second video of a man later identified as Ramos sitting in the driver’s seat of his car and masturbating outside a Linden Street daycare center.

Police said the video shows a girl walking past the car and looking inside, while Ramos is allegedly masturbating. During an interview with investigators, Ramos allegedly admitted the that HP laptop was his and that he recorded the video which he uploaded to a website.

Ramos’s next court date is a preliminary hearing scheduled for Nov. 27.
