Kutztown University's president said the school has a plan in place should faculty members go on strike during the spring semester.
Javier Cevallos has sent a letter to students about a possible strike. He said the state and the union for faculty at the 14 state-owned universities are still far apart on health care costs.
Cevallos is urging both sides to resolve things quickly and fairly.
Union members are working under a contract that expired in June 2011.
The spring semester starts Monday.
