Billups was taken to Reading Hospital where he was pronounced dead.
Police are looking for four Hispanic males and one black male in their early to mid 20's.
Police at the scene tell us that the victim was shot after an argument and a friend frantically tried to save the man's life.
"I tried to rip his shirt to see how many times he was shot because they say he was shot," said Lorri Grim. "Another man was smacking him in the face like 'come on... please... please!' I gave him CPR. It went so quick. The police were up the street and so they came right away."
