The new leader of the state system of higher education stopped in Berks County.

Frank Brogan met with staff members and students at Kutztown University in Maxatawny Township on Tuesday.

Brogan has been chancellor for about two months, and in that time he's been visiting all 14 state-owned schools.

He said he's looking to the future and seeing an increased emphasis on graduate programs.

"This system, I think, which has served the commonwealth for so many years, even historically, now is going to be a major player in the future of the commonwealth of Pennsylvania," Brogan said.

Brogan said he will work with the board of governors to develop policies for the state system.
