On Thursday, an independent report by former FBI Director Louis Freeh on the Jerry Sandusky sexual abuse scandal was released, and placed blame on Penn State's top leaders.

The Freeh report, commissioned by Penn State's Board of Trustees said leaders had a total disregard for the victims in the Sandusky case.

The 267 page report also said bad publicity was the motivation behind a cover-up at Penn State that allowed the abuse to continue for years.

Freeh said for 14 years, long-time university president Graham Spanier, athletic director Tim Curley, vice president for business and finance Gary Schultz, and football coach Joe Paterno, who he called the most powerful men at Penn State, failed to take any steps to protect Sandusky's young victims.

Freeh said that failure led to more incidents, and to make sure something like this never happens again, he released 119 recommendations to the Board of Trustees, who took full responsibility for what happened.
