ALLENTOWN, Pa. -

It's time to take a look back at the stories making headlines this week in the 69 News week in review.

On Monday, officials said two men were involved in a street light scam that bilked Bethlehem Township of more than $800,000 dollars.

Officials said PJ McLain and his business partner Robert Kearns entered into a deal with the township to buy its street lights back from PPL.

It was supposed to save taxpayer money, but instead, officials said the two pocketed the profits.

On Tuesday, Governor Corbett gave his budget address.       

The plan doesn't raise taxes, but includes large spending cuts to public assistance programs and higher education.

Corbett said a shortfall in expected tax revenue over the past year made it necessary to cut spending.

He also proposed an investment program called Jobs First PA which is designed to lower the unemployment rate.

Governor Corbett also proposed adding money to the State Police program to help add manpower.

On Thursday, family, friends and neighbors gathered a year later to remember the five people killed in last year's gas explosion in Allentown.

A candlelight vigil was held at the site of the blast at 13th and Allen streets.

The explosion killed Bill and Beatrice Hall, Ofelia Ben, Katherine Cruz and Matthew Vega.

Those who gathered said memories of the explosion were still fresh in their minds, but honoring the victims was a way to move forward.

And on Friday, Jerry Sandusky took the stand in a pre-trial hearing in Centre County.

He answered questions about whether he understood the ramifications of keeping a local jury pool.  The prosecution wants an out of county jury.

Sandusky also told reporters he wants to see his grandkids.

He wants a judge to relax stipulations to his house arrest, and allow him to have visitors.

The prosecution argued Sandusky should remain indoors at all times, because of complaints that came from parents of a nearby school.

The ruling on visitation rights could some next week.

A tentative trial date of May 14th has been set.
