BETHLEHEM, Pa. -

Developer Abe Atiyeh has reached a deal with Bethlehem to end a lengthy legal battle.

Atiyeh had proposed building a drug and alcohol treatment center at Center Street and Dewberry Avenue, but city officials voted down the plans, arguing that residential areas are not zoned for treatment facilities.

Atiyeh filed appeals in the case, but now the two sides have reached an agreement. As part of the deal, Atiyeh will build the treatment center at the former Synthetic Thread Company on 12th Avenue, which is in an industrial zone, and he will drop plans to build a treatment center on Linden Street.
