A new jobs report says unemployment is at a five-year low but experts say it's not time to celebrate yet.

The Department of Labor says the national unemployment rate fell to 7.2 percent in September.

That's the lowest it's been since November 2008.

So what's the problem?

The economy added just 148,000 jobs not the 180,000 that economists had expected.

And the government shutdown is expected to take a toll on October's numbers.
