EASTON, Pa. -

A judge has sided with Northampton County District Attorney John Morganelli in a lawsuit he filed against the county executive, John Stoffa, and other officials.

Morganelli claimed Stoffa, Ross Marcus, the director of human services, and Thomas Harp, the director of administration, interfered with promotions within the district attorney's office by not authorizing personnel changes, which in turn, blocked the promotions of two assistant district attorneys.

Stoffa had argued that only county council could approve an employee's promotion to a higher pay grade.

A judge's ruling Tuesday orders the county's human resources department to sign the paperwork that gives pay increases to three assistant prosecutors, Morganelli said.

Morganelli said the order vindicates his position that, as long as he stays within his budget and is not creating new positions, he is okay.
