ALLENTOWN, Pa. -

The city of Allentown has released information regarding the top bidders for it's water and sewer system.

Four bidders submitted proposals on March 29th.

The top three were American Water, Lehigh County Authority and United Water.

Lehigh County Authority, known as the LCA, topped the bids.

LCA's up front offer was $205 million.  That number was $15 million dollars ahead of American Water.

American Water's proposed annual payment rate to the city was $750,000 which was $250,000 more than the LCA's.

Because two of the bidders were within 10-percent of each other, they were allowed to re-bid.

Both American Water and the LCA re-bid higher offers.

LCA's up front payment jumped to $220 million dollars which still landed it $15 million higher than American Water's offer.

The annual payment to the city stayed the same for both companies.

LCA won the bid in the end.
