Emmaus plans to appeal the decision of a hearing officer that gave the borough's firefighters the go-ahead to begin an effort to unionize.
A "number of issues" will be appealed to the Pennsylvania Labor Relations Board, and possibly to Commonwealth Court, said Atty. Thomas Dinkelacker, the borough's solicitor.
While the appeals process is in progress, the borough will negotiate in good faith with the union, said Dinkelacker.
He said the appeals will be filed in about two weeks.
Dinkelacker said the borough is also conducting studies on the possibility of creating a professional fire department rather than a volunteer department, as well as the staffing of the department. A cost study is also being done.
