Arthur Fletcher pleaded guilty Thursday to dumping contaminated soil in two locations in Northampton County.
The dirt had been excavated from a former gas station in the Bronx in New York City and dumped in Wind Gap and Bangor.
Fletcher, who resides in New Jersey, pleaded guilty in Northampton County Court to one count of criminal mischief and two counts of unlawful conduct.
He was sentenced to six to 23 months in prison and two years of probation --one for each of the unlawful conduct counts.
Addtionally, Fletcher was fined $59,000 -- $54,000 to Bangor and $5,000 to a company called MEA for clean-up services.
One of the properties is owned by the Bangor Borough Municipal Authority.
Three trucking companies that transported the contaminated soil have also been charged.
