Easton Mayor Sal Panto says some tough decisions will have to be made to balance the city's budget.

Panto held a news conference Wednesday afternoon to discuss the progress of his budget proposal.

Panto said he's working to fill a $1.6 million budget gap before he presents his spending plan to city council on Oct. 1.

The mayor also said the city is dealing with sky-rocketing health care costs, but he's vowing not to raise property taxes.
