Holidays festivals return to North Penn
A month after a controversial decision to ban Halloween celebrations, a Montgomery County school district says it will allow holiday festivities with a catch.
The North Penn School District says it will allow holiday celebrations during school hours.
But events are limited to 45 minutes and they can't "impede" on the school day.
The district says the change in policy is directly related to Inglewood Elementary's decision to cancel its Halloween parade last month.
