One clerk in Lehigh County tells us the lack of contested races is a big reason for low turnout.>>REPORTER: This voting machine is not on at the Lehigh county election board office, but there are plenty ready to record your vote. District 3 in Lehigh county on ly had 32 people at 2:30 this afternoon.
