Pennsylvania state lawmakers are scrambling to beat the clock and pass a budget on time.

A new budget needs to be passed by Tuesday.

Lawmakers returned to work Sunday afternoon for a special session.

Republicans are vowing not to raise taxes as they try to fill a $1.7 billion gap in Governor Tom Corbett's budget proposal.

But Democrats say that'll require more than $2 billion in one-time items, including postponing bills and draining reserves.
