State Treasurer Rob McCord received the most votes in both rounds, but fell short of the two-thirds majority necessary to win an endorsement.
Before the vote, McCord acknowledged that he didn't expect to win a two-thirds vote.
But he still pushed for a vote over protests by the campaign of U.S. Rep. Allyson Schwartz and says he hopes to at least parlay his showing into campaign volunteers.
Democrats view Gov. Tom Corbett as the nation's least popular Republican governor and have made him a top target in this year's election.
The primary election is May 20.
