Cynthia Hartopp accused of having sexual contact with high school student

A Monroe County teacher is facing several charges for having sexual conduct with a 16-year-old student, officials said Wednesday.

Cynthia Mae Hartopp was having an inappropriate relationship with a 10th grader at East Stroudsburg North High School, according to police reports.

Hartopp, an art teacher at the school, was the boy's teacher last year, but she didn't have him in class this year.

Hartopp gave the boy her cell phone number and they exchanged texts, and in one conversation he said she asked if he was a virgin.

The two got together several times at her apartment and engaged in kissing and fondling, police said.

During a police interview, Hartopp told police the boy had been at her apartment on numerous occasions.

Hartopp, 28, of 147 N. 9th St., Stroudsburg, faces charges of institutional sexual assault, corruption of minors and unlawful contact with a minor. She was committed to the Monroe County Prison on $15,000 bail.

East Stroudsburg Area School District said Hartopp was hired in 2008 and was placed on leave April 9 when the district became aware of the allegations against her.

"All professional employees are expected to conduct themselves in a manner consistent with appropriate and orderly behavior," said Sharon Laverdure, the district's superintendent. "When charges are filed against a professional employee, the board of education will handle the case in accordance with the procedures established in the school code."
