ROSS TWP., Pa. -

Officials in Ross Township, Monroe County say it's too soon to tell who will foot the bill for a new municipal building.

Three people were killed after a gunman opened fire at a township meeting in August.

Officials say they're applying for a grant to receive casino revenue to fund a new building.

If that falls through officials say they'll renovate the existing structure.

But they say it's too early to tell if taxpayers will pay part of the re-building costs.
