A Pottstown woman is among the 13 people charged with dealing drugs in northern Chester County, authorities said.

Rachel Nelson, 19, has been charged with possession with the intent to deliver a controlled substance as part of "Operation Phoenix."

The operation took aim at street-level drug dealers in the Phoenixville area, officials said.

"Street-level drug dealers are like weeds. You have to be constantly vigilant about pulling them out or they can take over your whole garden," said Chester County District Attorney Tom Hogan.

The 13 people are accused of dealing heroin, LSD, crack cocaine and prescription drugs, Hogan said.
