Pennsylvania Senator Pat Toomey is backing a measure to prevent a president from banning hydraulic fracking.
A Senate resolution introduced by Toomey states that Congress believes a president does not have the authority to ban fracking.
Analysts say the Republican senator's measure is aimed at several Democratic presidential candidates.
Two of them, Bernie Sanders and Elizabeth Warren, have called for an all-out prohibition on the natural gas extraction process.
Pennsylvania is the nation's number two natural gas producer, behind Texas.
