Wes Moore spoke at the Greater Reading Chamber Alliance's annual dinner, which was virtual this year.
To date, Berks County has received more than 58,000 applications for mail-in ballots.
The money is coming from a state agency and the United Way of Berks County.
The head of a company hired to chart DID's future said the authority is underfunded and underused.
The city's zoning hearing board plans to render a decision on Oct. 14.
When looking at first-time testing in Berks County, the positivity rate is closer to 10%, officials said.
The superintendent said the numbers are based on each venue being able to accommodate fans spread out with six feet of social distance.
"We are doing everything in our power to make everything right."
The district will not require students who play contact sports to attend classes virtually, which had been the plan.
"My response is not one of recklessness. I do each day doing what I believe are the right things based on the information I have."
